At the start of covid West Australians -- as fortunate and as isolated as ever -- wanted to be protected.
McGowan had the courage, and the political strength, to close our borders. To provide what most of us desperately wanted: protection. This made him immensely popular.
Post-covid, he showed himself to be a more typical, skilled, politician. And was never shifted from his position of entrenched popularity.
To his "leadership rules" add: The luck of an opportunity to clearly demonstrate his skills.
