preferential voting

our voting system is designed to balance everyone's preferences.
A candidate may win with very few primary votes. As long as not too many voters indicate that they definitely do not want that candidate.
It allows for rorting because voters are too lazy to count all the way.
Is that simple enough for Paul Murray?
