Yes, exactly the same as cigarettes. And nangs and marijuana and alcohol.
Why do we attempt to manage each drug in such a different fashion?
Use the same rules for control, management and protection, for all of these low level drugs of addiction.
Later: I believe that the Libs are suggesting part of this solution. They link only fags and vapes. At least they are looking in the right direction.
