The paper reports "concerns" with the new heritage laws.

Those are the laws that are intended to prevent miners from destroying ancient significant irreplaceable rock art. Laws to protect our cultural (primitive) historic heritage.

The two richest individuals in our state. Individuals whose billions come from mining. Have concerns that the new laws will slow down mining. Add a few percent to the cost of their next billions.

They are concerned that the new laws may be effective.

That has to be a good thing.
